This back-and-forth left thousands of civil servants and foreign service officers in limbo, with one diplomat expressing relief that the ordeal is finally concluding, despite the dread of Fridays.

While acknowledging the unfortunate delays and resulting low morale, senior department officials emphasize that the court interventions were beyond their control. Concerns have been raised by former senior diplomats regarding the collective loss of experience from early retirements and the impact of layoffs on future recruitment.
