Newsom Enacts Sweeping CEQA Reforms to Combat California’s Housing Crisis

SACRAMENTO, Calif. – Governor Gavin Newsom has officially signed into law a comprehensive overhaul of California’s foundational environmental protection rules, a move he asserts is crucial for addressing the state’s severe housing shortage and persistent homelessness crisis. The Democratic governor, often seen as a potential 2028 presidential contender, hailed the two-bill package as a historic reshaping of environmental regulations.

Newsom emphasized that while initially well-intentioned, the California Environmental Quality Act (CEQA) has frequently led to extensive litigation and costly delays, stifling much-needed development. “We have too much demand chasing too little supply,” Newsom stated at a recent news conference, linking many of the state’s challenges directly to this issue.
