California Governor Gavin Newsom has signed a controversial bill into law, prohibiting most law enforcement officers, including federal agents from US Immigration and Customs Enforcement (ICE), from wearing masks while on duty. The ban, set to take effect on January 1, 2026, is a direct response to federal agents wearing masks during recent immigration raids in Los Angeles.

The legislation, championed by State Senator Scott Wiener, aims to protect residents from what Governor Newsom has termed “secret police” operating in California communities. While exceptions are made for undercover agents, health-related masks, wildfire protection, and tactical gear, the core intent is to ensure officer identification and accountability.

The move has immediately drawn sharp criticism from federal authorities. US Attorney Bill Essayli, a Trump appointee, asserted that California lacks jurisdiction over the federal government, stating the law would have “no effect on our operations” and agents would “continue to protect their identities.” Similarly, Department of Homeland Security Assistant Secretary Tricia McLaughlin condemned the legislation as “despicable” and a “flagrant attempt to endanger our officers,” accusing California of contributing to a “surge in assaults of officers” through such rhetoric.

This ban is part of a broader legislative package signed by Newsom, which also mandates law enforcement officials to identify themselves by name and badge number, and restricts federal immigration agents’ access to schools and non-public hospital areas without proper warrants or court orders. The new laws follow a contentious June 2025 series of federal immigration raids in Los Angeles, which sparked violent protests and saw President Trump deploy US Marines and National Guard troops to the city.
