California has released the first draft of its redrawn congressional district maps, a move poised to significantly reshape the state’s political landscape and potentially enable Democrats to flip five Republican-held seats. The proposals, posted on the California State Assembly website Friday evening, are intended for a special election this fall, as initiated by Governor Gavin Newsom.

These proposed maps also aim to strengthen the positions of approximately five Democratic incumbents in toss-up districts. Governor Newsom’s call for a special election on Thursday was explicitly positioned as a countermeasure to mid-decade redistricting efforts being pushed by Republicans in Texas.

The Democratic Congressional Campaign Committee (DCCC) swiftly took credit for submitting the maps, expressing confidence in their broad support among California legislators and voters. DCCC Executive Director Julie Merz stated, “We will not stand by as Republicans attempt to rig the election in their favor and choose their voters.”

Paul Mitchell, the redistricting and data expert who developed the maps, explained that while eight districts remain unchanged and 20 are minimally altered, the primary objective was to “push back on Texas without doing something that would radically disrupt the congressional district lines.” Mitchell confirmed the plan includes making five Republican-held seats more favorable to Democrats, mirroring Texas’s strategy, and reinforcing districts for several “frontline” Democratic candidates.

Republicans, however, have condemned Newsom’s initiative as politically motivated. NRCC Chair Rep. Richard Hudson (R-N.C.) criticized the move, asserting, “Gavin Newsom failed to solve the homelessness, crime, drug, and cost epidemics plaguing the Golden State. Now he is shredding California’s Constitution and disenfranchising voters to prop up his Presidential ambitions.” Hudson affirmed the NRCC’s readiness to challenge this “illegal power grab” through legal means and at the ballot box. The state legislature is scheduled to begin working on these proposals next week.
