In a significant new development, the Office of the Director of National Intelligence (ODNI), under the leadership of Trump’s spy chief Tulsi Gabbard, has released a series of declassified materials purporting to show that the Obama administration “manufactured and politicized intelligence” concerning Russian interference in the 2016 U.S. presidential election.
The ODNI’s press release, issued Friday afternoon, claimed “overwhelming evidence” that former President Obama and his national security officials orchestrated a “years-long coup against President Trump” by manipulating intelligence. Gabbard amplified these assertions across social media platforms X and Truth Social, and in subsequent interviews on Fox News.
Among the declassified documents are emails and memos from Obama officials discussing Russian attempts to influence the 2016 election. These communications reportedly indicate that while Russian hackers were unlikely to compromise physical election infrastructure or alter vote totals, they could impact voter confidence. One redacted ODNI official’s email noted, “There is no indication of a Russian threat to directly manipulate the actual vote count through cyber means… However, any cyber activity directed against the election infrastructure is likely to have an effect on public confidence.”
Gabbard argues these findings contradict the intelligence community’s 2017 assessment, which concluded Russia attempted to influence the 2016 election. However, critics point out that the 2017 assessment primarily focused on Russian influence campaigns, including social media disinformation, hack-and-leak operations, and psychological efforts, rather than direct vote manipulation.
The declassification follows a separate report earlier in July by CIA Director John Ratcliffe, who also claimed Obama officials “manipulated intelligence.” Yet, similar to the ODNI’s new files, Ratcliffe’s report did not directly contradict the central finding of the 2017 assessment regarding Russia’s efforts to influence public perception.
Democrats swiftly condemned the ODNI’s publication as politically motivated and dishonest. Rep. Jim Himes (D-Conn.) called it “utter nonsense,” while Sen. Mark Warner (D-Va.), vice chairman of the Senate Intelligence Committee, criticized DNI Gabbard for “weaponizing her position to amplify the president’s election conspiracy theories.”
