Federal prosecutors have announced charges against four Louisiana law enforcement officials, including two current police chiefs, and a businessman, for allegedly fabricating police reports to facilitate an illegal U.S. visa fraud scheme. The widespread conspiracy, which reportedly ran from late 2015 until at least July 15, 2025, involved the creation of false armed robbery reports to help immigrants fraudulently obtain U visas.
According to the U.S. Attorney’s Office in the Western District of Louisiana, businessman Chandrakant Patel orchestrated the scheme, recruiting Oakdale Police Chief Chad Doyle, Forest Hill Police Chief Glynn Dixon, former Glenmora Police Chief Tebo Onishea, and Ward 5 Marshal Michael Slaney. These officials allegedly produced hundreds of bogus police reports and supporting documents, for which they were paid $5,000 per name. U.S. Attorney Alexander C. Van Hook noted the suspicious concentration of alleged armed robberies involving non-Louisiana residents, which in fact, never occurred.
The defendants face a litany of charges, including conspiracy to commit visa fraud, visa fraud, mail fraud, and money laundering. Patel also faces a bribery charge. Doyle, Dixon, and Slaney have been arrested, with reports indicating their homes were raided.
