Heavy rainfall triggered severe flash flooding across parts of West Virginia, prompting Governor Patrick Morrisey to declare a state of emergency. At least five fatalities have been reported, with additional individuals missing.

The flooding, concentrated in the Wheeling and Fairmont areas, caused significant infrastructure damage. A residential building in Fairmont partially collapsed, resulting in the deployment of state resources and the establishment of an emergency shelter. Approximately 2,500 power outages were reported.
