A fatal sniper-type shooting at a U.S. Immigration and Customs Enforcement (ICE) field office in Dallas on Wednesday has left one detainee dead and two others critically wounded, with authorities identifying the suspect as 29-year-old Joshua Jahn of Fairview, Texas. The incident, which occurred on September 24, 2025, is being investigated as a targeted, ambush-style attack, with a motive still under investigation.
FBI Special Agent in Charge Joe Rothrock stated that Jahn allegedly planned the attack for months, opening fire from a private office building’s rooftop overlooking the ICE facility. Using a legally purchased 8mm bolt-action rifle, Jahn sprayed the building with gunfire before dying by suicide. Investigators found writings indicating Jahn intended to target ICE agents and cause terror, with one note reportedly stating, “Hopefully this will give ICE agents a real terror, to think, ‘is there a sniper with AP [armor-piercing] rounds on the roof?'”

Jesse Hambrick, a retired Georgia deputy sheriff and counter-sniper expert, described it as “the next chapter … in our history of violence.” This incident follows at least seven similar sniper attacks since July 2024, including the fatal shooting of conservative activist Charlie Kirk on September 10, 2025, and an assassination attempt on former President Donald Trump in July 2024.
Acting ICE Director Todd Lyons announced that security protocols are being ramped up nationwide, citing a 1,000% increase in assaults against ICE officers since January. Experts like Hambrick and former Secret Service Agent Don Mihalek emphasize the “tremendous challenge” these attacks pose, urging law enforcement to reevaluate security tactics, including securing rooftops and potentially utilizing drones for surveillance.
