Europe Pledges Post-War Security for Ukraine, Eyes 10,000 Troops Amid US Uncertainty

Twenty-six European nations, forming a ‘Coalition of the Willing,’ convened in Paris on September 4, 2025, pledging comprehensive security guarantees for Ukraine following an eventual end to its conflict with Russia. Co-chaired by French President Emmanuel Macron and British Prime Minister Keir Starmer, the summit discussed potential troop deployments, with reports suggesting a contingent of up to 10,000 forces, advised by U.S. military planners.
The initiative aims to deter future aggression and facilitate a lasting peace, envisioning Ukraine as a ‘porcupine’ state, robustly armed to prevent future military aggression. Additionally, coalition fighter aircraft would patrol Ukrainian airspace from bases in member states, rather than from within Ukraine itself.
However, the plan faces significant hurdles, particularly concerning the United States’ role. U.S. President Donald Trump, who interacted with leaders remotely, emphasized economic measures to pressure Moscow, suggesting Europe halt Russian oil purchases and sanction China for supporting Russia’s war efforts. While reportedly agreeing to explore joint sanctions, Trump made no firm U.S. commitments regarding military support or security guarantees, leaving the European proposal’s viability in question.
Russia has vehemently opposed any foreign troop presence, with President Vladimir Putin stating that if peace agreements are reached, there would be no point in their presence. The inclusion of NATO members like the UK and France in the proposed deployment raises concerns about invoking Article 5, a red line for Moscow.
Despite the high-profile commitment, the Coalition’s ability to act without explicit, ironclad security guarantees from the U.S. remains doubtful, highlighting a strategic gap between European ambition and Washington’s current stance.
