Russia Issues Fresh Warning as Europe Finalizes Ukraine Security Plan, Trump Urges Economic Pressure

Moscow has issued a fresh warning against any foreign military presence in Ukraine, a day after European leaders in Paris finalized a comprehensive plan outlining potential security guarantees for Kyiv. The high-level talks, which included Ukrainian President Volodymyr Zelenskyy and French President Emmanuel Macron, also saw direct engagement from U.S. President Donald Trump, who joined the meeting remotely on Thursday, September 4, 2025.
Russia’s Foreign Ministry spokesperson Maria Zakharova reiterated that Moscow would not accept any Western troops in Ukraine as part of a future peace deal, dismissing such proposals as ‘unacceptable foreign intervention’ and accusing Western nations of using Ukraine as a ‘testing ground.’ She warned that the proposed security guarantees for Ukraine are, in fact, ‘guarantees of threat to the European continent.’
During the Paris summit, French President Macron announced that 26 countries are prepared to take direct action, contributing ‘on land, in the sea or in the air’ to reassure Ukraine and maintain peace once a ceasefire is implemented. This detailed plan is now headed to the U.S. with the intention of formalizing it in the coming days.
President Trump, who spoke with both the ‘Coalition of the Willing’ and President Zelenskyy separately, emphasized the critical need for Europe to cease purchasing Russian oil to cut off war funding. He also urged European leaders to exert economic pressure on China for its role in supporting Russia’s war efforts. Zelenskyy described his conversation with Trump as ‘long and very detailed,’ focusing on strong economic measures and maximum protection for Ukrainian skies.
These developments follow recent actions by Trump, including the imposition of 25% tariffs on Indian goods due to New Delhi’s continued purchase of Russian energy and military equipment. Trump, who met with Russian President Putin in Alaska nearly three weeks ago, has indicated further strong actions are possible against Moscow if a satisfactory resolution is not reached, while dismissing Putin’s recent offer of a meeting in Moscow as ‘unacceptable.’
