Missouri GOP Kicks Off Contentious Mid-Decade Redistricting Session Amid Democratic Outcry

Missouri lawmakers convened a special session on Wednesday to initiate a new round of redistricting, a move by Republicans aimed at creating more favorable congressional districts ahead of next year’s midterm elections. This effort, targeting the Kansas City seat currently held by Democratic Rep. Emanuel Cleaver, is encountering strong opposition from Democrats who, despite their protests, possess limited procedural power to halt the proceedings.
Unlike the successful quorum break by Democrats in Texas to delay similar redistricting attempts, Missouri Democrats find themselves in a super-minority, lacking the numbers to prevent the Republican-controlled legislature from moving forward. State House Minority Leader Ashley Aune expressed frustration, stating, “There’s literally nothing procedurally, there’s nothing strategically that we can do as Democrats in the super minority to prevent these maps from passing.”
Similar legislative challenges are unfolding in other Republican-led states considering mid-decade redistricting, including Indiana and Florida. In these states, Democrats face similar supermajority dynamics that limit their ability to block or significantly delay new maps.
Nationally, Democrats are drawing attention to these mid-decade redistricting pushes. House Minority Leader Hakeem Jeffries (D-N.Y.) recently vowed that Democrats “will not rubber stamp partisan Republican legislation” linked to what he described as a scheme to rig midterm elections.
With legislative options exhausted, the focus for opponents in Missouri is shifting to the courts. Legal experts, including former Missouri Supreme Court chief justice Michael Wolf of the group People Not Politicians, are optimistic about challenging the constitutionality of mid-decade redistricting once the new maps are enacted.
