Hamas has reportedly signaled new flexibility in ongoing hostage negotiations, a development that comes shortly after Israel implemented significant policy changes aimed at easing civilian suffering in Gaza. According to Arab media, including Saudi outlet Al-Hadath, Hamas has informed mediators of its readiness to “resolve disputed issues,” potentially paving the way for talks to resume as early as this week.

These diplomatic shifts coincide with Israel’s launch of daily 10-hour humanitarian pauses in Gaza, a measure unprecedented in over a year, applying to areas outside active combat zones such as al-Mawasi, Deir al-Balah, and parts of Gaza City. The Israeli military, in coordination with the United Nations and international aid groups, has also designated secure routes for daily aid convoys carrying essential food and medical supplies.

In a further move to address the humanitarian crisis, Israel has approved and begun facilitating key infrastructure projects. The Coordination of Government Activities in the Territories (COGAT) confirmed approval for the United Arab Emirates to construct a vital water pipeline from an Egyptian desalination plant to Gaza’s al-Mawasi area, expected to serve 600,000 people. Equipment for this project has already started entering Gaza, with construction slated to begin within days. Additionally, a crucial power line has been connected to Gaza’s southern desalination facility, significantly boosting its water output from 2,000 to 20,000 cubic meters per day, aiming to meet the needs of approximately 900,000 residents.

While these steps have been welcomed by international bodies, they have also faced internal criticism within Israel, notably from National Security Minister Itamar Ben-Gvir, who opposed the humanitarian pauses. Despite such objections, the IDF states it will continue to support humanitarian efforts alongside ongoing operations against terror groups in Gaza.
