A preliminary agreement has been reached to allow TikTok to continue operating in the United States, with the Trump administration confirming that the deal will not involve the federal government taking an equity stake or a “golden share” in the social media giant. White House press secretary Karoline Leavitt stated that the arrangement ensures TikTok’s algorithm and data will be controlled by America, with the U.S. operations majority-owned by Americans.

Under the proposed deal, TikTok’s U.S. operations will be based domestically as part of a new joint venture. A board of directors for this venture will feature a majority of American members, none of whom will be selected by the government. Tech giant Oracle is set to oversee the platform’s security operations, a senior White House official confirmed.

President Donald Trump is expected to sign an executive order later this week, endorsing the proposed deal and further extending the deadline for a potential U.S. ban on TikTok. An official expressed confidence that China has approved the deal, anticipating no significant regulatory hurdles. This agreement follows bipartisan concerns in Congress regarding national security implications of the app and its potent content algorithm, leading to a federal law requiring ByteDance, TikTok’s Chinese parent company, to divest its American business or face a shutdown.
