Russian media reports indicate Smirnov, who denies wrongdoing, has implicated Starovoit in the alleged fraud. Following Starovoit’s removal, Andrei Nikitin, former governor of the Novgorod region, has been appointed as acting transport minister, pledging to modernize the sector and boost digital infrastructure.
