Senate Majority Leader John Thune is pressing for a vote on the latest 940-page version of the bill, which narrowly cleared the House of Representatives two weeks prior.

Divisions among rank-and-file Republicans persist, primarily over the extent of cuts to welfare programs needed to offset the cost of extending an estimated $3.8 trillion (£2.8tn) in Trump tax breaks. Despite White House endorsement and a memo warning that failure to pass the budget would be a ‘betrayal,’ uncertainty remains regarding party unity.

Senator Ron Johnson (R-WI) expressed his intent to vote ‘no,’ citing insufficient time to review the bill, which he received shortly after midnight. The latest revisions aim to appease holdouts and incorporate input from the Senate parliamentarian, including increased funding for rural hospitals and a tweak to the State and Local Taxes (SALT) deduction cap, raising it to $40,000 for some married couples for five years.

The legislation also modifies the Supplemental Nutrition Assistance Program (SNAP), granting temporary exemptions to Alaska and Hawaii from a proposed state funding requirement. Core components of the bill, such as extending 2017 tax cuts and adding new ones championed by Trump, remain. However, contentious measures, including restrictions and requirements on Medicaid, face heavy criticism from Democrats, who warn of millions losing healthcare coverage. Senator Patty Murray (D-WA) labeled the bill as containing ‘the largest healthcare cuts in history.’
