Portland Mayor Keith Wilson has vehemently dismissed President Donald Trump’s plan to deploy federal troops to the city, asserting there is no justification for intervention despite recent clashes near an ICE facility. Wilson’s condemnation comes as the city continues to grapple with protests, including a notable incident on September 1, 2025, where ICE agents confronted demonstrators and tear gas was deployed.

President Trump announced his intention to send troops at the request of Department of Homeland Security Secretary Kristi Noem, citing a need to protect “war-ravaged Portland” and federal facilities from “Antifa, and other domestic terrorists.” He authorized the use of full force if necessary.

However, Mayor Wilson, speaking at a news conference, declared the number of necessary troops in Portland, or any American city, to be “zero.” He challenged the president’s claims of lawlessness, suggesting that video footage depicting violence was outdated and recycled. Wilson instead proposed sending engineers, teachers, or outreach workers, calling the federal plan a “short, expensive and fruitless show of force.”

Protests near the Portland ICE facility have been ongoing since June, with city officials citing land use violations at the site. The facility has been vandalized, and confrontations between protesters and federal agents have occasionally turned violent. An August protest also saw demonstrators rolling out a guillotine and clashing with authorities, leading to dispersal by munitions. Portland, a sanctuary city since 2017, has been a flashpoint in federal immigration enforcement debates, with Attorney General Pam Bondi previously warning the city about its policies.
