Nearly two million people have been relocated from major southern Chinese cities as Ragasa, once the strongest storm on Earth this year, brought Hong Kong and swathes of Guangdong province to a standstill. Hong Kong and Macau issued their highest hurricane warnings, leading to widespread closures of schools, businesses, and public transit. Reports from Hong Kong showed storm surges shattering hotel glass doors and immense waves pounding coastal areas, with Shenzhen also experiencing severe impacts from winds reaching over 180 km/h. Guangdong province alone evacuated 1.89 million residents by Tuesday night, with over 10,000 vessels moved to safety.

In Taiwan, the situation remains critical, with 14 confirmed deaths and 129 people still listed as missing following the catastrophic collapse of a natural dam in Hualien County. The dam, formed by a July landslide, unleashed 68 million tons of water, inundating Guangfu township and sweeping away cars and a large bridge. Authorities had been monitoring the lake but heavy rainfall from Ragasa accelerated its overflow, tragically exceeding their October prediction for a potential breach.

The storm initially made landfall in the northern Philippines as a Category 5 equivalent hurricane, where four deaths are currently being verified. While the region is well-prepared for typhoons, this year has seen an unusually high frequency of storms, with Ragasa marking the ninth typhoon for Hong Kong, exacerbated by the human-caused climate crisis. As Ragasa weakens slightly, another storm, Opong, is now intensifying in the Philippines, signaling a prolonged and dangerous typhoon season ahead.
