General Assembly recently voted overwhelmingly to endorse a two-state solution for the Israel-Palestinian conflict. The resolution, passed with 142 votes in favor, 10 against, and 12 abstentions, urges Israel to commit to the establishment of a Palestinian state, a proposition vehemently opposed by Israeli Prime Minister Benjamin Netanyahu.

The nonbinding resolution formally supports the “New York Declaration,” which outlines a phased approach to resolve the protracted nearly two-year conflict. Despite widespread international backing, the resolution faced strong condemnation from Israel and its closest ally, the United States. Israeli U.N. Ambassador Danny Danon dismissed the vote as mere “theater,” asserting it only benefits Hamas. Similarly, a U.S. Mission counselor labeled it a “misguided and ill-timed publicity stunt” that undermines diplomatic efforts and serves as “a gift to Hamas.” Hours before the vote, Prime Minister Netanyahu publicly rejected the notion of a Palestinian state, coinciding with the signing of an agreement to expand West Bank settlements.

The declaration itself is comprehensive, condemning the October 7, 2023, Hamas attacks on Israeli civilians, as well as Israel’s actions in Gaza, citing a “devastating humanitarian catastrophe.” It envisions the Palestinian Authority governing all Palestinian territory, with a transitional committee formed post-ceasefire, and calls for Hamas to disarm. Furthermore, it advocates for a temporary international stabilization mission under U.N. auspices and urges nations to recognize the state of Palestine as an “essential and indispensable component” for achieving peace.
