Zarutska, who had fled war-torn Ukraine in August 2022 seeking a new life in North Carolina, was fatally stabbed in a seemingly unprovoked attack by Decarlos Brown, a man with a lengthy criminal record and documented mental health struggles.

Witnesses and surveillance footage reveal Brown, 34, launching across a seat to stab Zarutska just minutes after she boarded the train. He has since been charged with first-degree murder. However, local officials, including Charlotte Mayor Vi Lyles, and Brown’s family point to systemic failures.
