Google Photos is set to revolutionize how users bring their memories to life with the integration of its cutting-edge video-generation model, Veo 3. Now available within the mobile app’s new “Create” tab for users in the U.S., this significant upgrade allows individuals to transform their still images into dynamic, high-quality video clips.
This new functionality builds upon Google Photos’ existing “Photo to video” feature, previously powered by Veo 2. Google emphasizes that Veo 3 dramatically enhances this capability, delivering superior video quality and representing a key step in bringing the company’s latest AI advancements directly to its vast consumer base, which boasted over 1.5 billion monthly active users as of May 2025.
While Veo 3 was initially introduced at Google I/O in May and made available in the Gemini app for AI Ultra and AI Pro subscribers in July, its arrival in Google Photos marks a broader consumer release. Users can access this feature for free, albeit with a limited number of generations, while AI Pro and AI Ultra subscribers will enjoy expanded access. The generated videos will be four seconds long and will not support audio.
The Veo 3-powered photo-to-video tool is a centerpiece of the new “Create hub” within Google Photos, a dedicated section designed to showcase innovative AI-driven creative tools. This hub also includes options for remixing photo styles, creating collages and montages, generating “cinematic” 3D photos, and making GIFs from pictures, further empowering users to interact with their photo collections in novel ways.
