Lloyd Doggett, by fragmenting it into four neighboring districts, three of which are held by Republicans.

Experts like Sherri Greenberg, assistant dean for the LBJ School of Public Affairs at UT Austin, highlight the detrimental impact of such gerrymandering, noting that it disregards “community of interest” by severing city and county lines and combining disparate populations. David Wasserman of The Cook Political Report estimates the new map could secure three to five additional congressional seats for Republicans in Texas, primarily by diluting the voting strength of minority communities.

While Republicans, such as state Rep. Carl Tepper, contend that the new districts accurately reflect Texas’ shifting population and conservative voting trends, Democrats have vehemently denounced the draft as “rigged” and “racist.” The controversy has already seen Texas House legislators flee the state in an attempt to deny Republicans the necessary quorum to pass the bill. The outcome of this legislative battle, and potential legal challenges, could have significant implications for the 2026 midterm elections and set a precedent for future redistricting efforts nationwide.
