A federal lawsuit filed by former interim New York City Police Commissioner Thomas Donlon alleges that the nation’s largest police force operates as a “criminal enterprise” under the direction of Mayor Eric Adams. The explosive complaint claims the NYPD’s senior leadership, including Adams, Deputy Mayor for Public Safety Kaz Daughtry, Chief of Department John Chell, and former Deputy Commissioner Tarik Sheppard, engaged in a “coordinated pattern of racketeering activity” to consolidate political power, obstruct justice, and punish dissent.

Donlon, who served as interim commissioner after Edward Caban’s resignation in 2024, asserts he was commissioner “in name only” and that his authority was deliberately undermined. The lawsuit further alleges that his official commissioner stamp was fraudulently used without his consent and that defendants orchestrated the false arrest of his wife as a “calculated and deeply personal act of vengeance” to silence him.

In response, Mayor Adams’ press secretary, Kayla Mamelak Altus, vehemently denied the allegations, calling them “absurd” and “baseless.” Altus characterized Donlon as a “disgruntled former employee” who proved ineffective during his tenure and is now attempting to seek compensation at taxpayer expense. She affirmed the city’s confidence that the claims will be disproven in court, highlighting the NYPD’s success in reducing crime across the city.

The lawsuit seeks compensatory, emotional, and punitive damages, as well as injunctive relief, as Mayor Adams reportedly prepares for a potential independent bid for a second term.
