President Donald Trump stated on Tuesday that Ukraine should refrain from targeting Moscow with strikes. This public declaration comes shortly after a Financial Times report on July 4th alleged that Trump had privately encouraged Ukraine to escalate attacks on Russia, including questioning if they could strike Moscow and St. Petersburg.

The White House clarified that Trump was “merely asking a question, not encouraging further killing” in his call with Ukrainian President Volodymyr Zelensky. This development follows Trump’s Monday announcement of a new weapons package for Ukraine, which he described as including “everything,” such as defensive Patriot missiles, with details still being finalized by the US, Europe, and NATO.

In a significant escalation of economic pressure, Trump also warned that the US would impose 100% secondary tariffs on Russia’s remaining trade partners if a ceasefire deal with Ukraine is not reached within 50 days. This move, however, was perceived by Kremlin spokesman Dmitry Peskov “not as a signal for peace but as a signal to continue the war.”

Since returning to the White House in January, President Trump has pledged to end the Russia-Ukraine conflict, a promise that has proven more complex than anticipated. He expressed disappointment but not an end to his engagement with Russian President Vladimir Putin, citing ongoing frustration with the lack of progress and recent escalations, including Russia’s drone and missile attacks that killed over 230 civilians in June—the highest monthly toll in three years of war.
