The crisis deepened on Monday, October 6, when a pilot at Hollywood Burbank Airport was informed the control tower was shut down due to staffing shortages, forcing flights to operate under emergency procedures.

This incident is indicative of the widespread impact of the ongoing shutdown on Federal Aviation Administration (FAA) operations. Air traffic controllers, deemed essential workers, are required to work without pay, leading to increased sick calls and critical understaffing at key facilities. On Monday alone, twelve FAA facilities, including control towers in Burbank, Phoenix, and Denver, reported staffing triggers. Major hubs like Newark, Chicago, and Washington D.C. also experienced shortages, resulting in ground delays of over two and a half hours at some airports.

Transportation Secretary Sean Duffy acknowledged the severe stress on controllers, stating they are preoccupied with personal financial worries while managing the nation’s airspace. Adding to the challenges, the Essential Air Service program, which subsidizes flights to smaller, rural communities, is set to expire. While some airlines plan to maintain service temporarily, a prolonged shutdown threatens air connectivity for numerous towns, particularly in states like Alaska.

A recent 2023 report from aviation safety experts highlighted that government shutdowns severely undermine the FAA’s “safety-critical” mission, disrupting controller hiring and training, delaying modernization programs, and impacting airport infrastructure investments. With the shutdown now impacting daily air travel, pressure is mounting for a swift resolution to prevent further escalation of the aviation crisis.
