California Governor Gavin Newsom announced on Thursday, August 14, 2025, that the state will hold a special election on November 4 to vote on proposed new congressional maps. Speaking in Los Angeles, Newsom emphasized California’s resolve, stating, “Don’t mess with the great Golden State.” He outlined plans for potential midterm redistricting in 2026, 2028, and 2030, contingent on other states, including Texas, Missouri, Florida, and Indiana, proceeding with their own controversial mid-decade map changes. Newsom asserted that California’s effort would be halted if these other states do not move forward.

The announcement was marked by a contentious immigration enforcement operation outside the venue, which Newsom and Los Angeles Mayor Karen Bass suggested was a deliberate, provocative act by federal agents. U.S. Customs and Border Protection officials, however, maintained it was a routine “roving patrol.”
