In a significant development, leading Israeli human rights organizations B’Tselem and Physicians for Human Rights Israel (PHRI) released explosive new reports on Monday, July 28, 2025, accusing the Israeli government and military of committing genocide in the Gaza Strip.

The Jerusalem-based NGO B’Tselem’s report highlights a “decisive shift in policy” post-October 7, 2023, alleging “mass killing” and the creation of “catastrophic living conditions” alongside “large-scale destruction of infrastructure” and “destruction of the social fabric.” The report further points to “mass arrests and abuse of detainees” and “mass forced displacement,” including attempts at ethnic cleansing, backing its findings with the 1948 UN definition of genocide and statements by Israeli officials.

Concurrently, PHRI’s health-focused legal analysis concluded that Israel’s military campaign in Gaza since October 2023 “constitutes genocide.” PHRI’s findings emphasize a “deliberate and systematic dismantling of Gaza’s health and life-sustaining systems” through targeted attacks, obstruction of aid, and harm to healthcare personnel.

Both organizations called for urgent action from Israeli civil society and the international community to halt what they describe as genocide. Israel has consistently dismissed such accusations, maintaining its primary war aim is the elimination of the Hamas militant group.
