While both Merz and Starmer have, to date, refrained from formally recognizing the state of Palestine, their governments are signaling a readiness for stronger measures. Germany is reportedly considering a significant shift by re-evaluating its stance on blocking EU proposals to suspend the EU-Israel Association Agreement, a crucial pact governing trade and cooperation. A spokesperson for the German chancellor indicated on Friday that Berlin is “prepared to increase the pressure if progress is not made” on critical issues.

Similarly, the United Kingdom, having already imposed sanctions on certain Israeli government members, faces mounting domestic pressure, including from over 200 MPs, to align with France in backing Palestinian recognition. Starmer’s cautious stance is believed by some to be influenced by his desire to maintain favorable relations with US President Donald Trump, who arrived in Scotland on Friday. The United States continues to be a primary source of military, financial, and diplomatic support for Israel.

As Berlin considers concrete actions and London navigates its complex diplomatic landscape, the effectiveness of these international efforts in influencing Israeli Prime Minister Benjamin Netanyahu’s government remains a central concern.
