The International Criminal Court (ICC) has publicly detailed the crimes against humanity charges leveled against former Philippine President Rodrigo Duterte. These allegations link Duterte to the deaths of at least 76 individuals during his tenure as president and previously as mayor of Davao City.

Redacted documents, made public following the submission of a 15-page charge sheet by prosecutors on July 4, reveal accusations that Duterte instructed and authorized ‘violent acts including murder to be committed against alleged criminals, including alleged drug dealers and users.’

Specific charges include 19 victims from his time as Davao City mayor (2013-2016), 14 from targeted killings during his presidency (2016-2017), and 43 deaths in ‘clearance operations’ (2016-2018).

Duterte, who has consistently denied authorizing extrajudicial killings despite his public rhetoric against drug suspects, was arrested in March by Philippine authorities on an ICC warrant and is currently held at an ICC facility in the Netherlands.

A scheduled court hearing was recently postponed to allow judges to evaluate arguments from Duterte’s legal team regarding his fitness to stand trial. The arrest and surrender of Duterte have drawn criticism from his supporters, who dispute the ICC’s jurisdiction and accuse the administration of President Ferdinand Marcos Jr. of political targeting.
