Britain’s outgoing spy chief, Richard Moore, head of the Secret Intelligence Service (MI6), has delivered a stark assessment of Russian President Vladimir Putin’s intentions regarding peace in Ukraine. Speaking in Istanbul in an outgoing address, Moore asserted that there is “absolutely no evidence” Putin desires to negotiate an end to the conflict, accusing the Russian leader of “stringing us along.”

Moore, who is set to conclude his five-year tenure as MI6 chief at the end of September, emphasized that Putin seeks to impose his “imperial will” and has “bitten off more than he can chew” by underestimating Ukrainian resolve. The war, which began with Russia’s full-scale invasion in February 2022, continues fiercely, particularly in eastern Ukraine, despite recent international efforts to broker a settlement. While Ukraine has shown openness to ceasefires and summits, Moscow has consistently resisted.

During his address, Moore also unveiled “Silent Courier,” a new dark web portal designed to allow potential intelligence providers worldwide, including within Russia, to securely contact MI6. This initiative aims to recruit new spies to counter threats like terrorism and hostile intelligence activities. Moore urged individuals with “truths to share and the courage to share them” to utilize the platform, underscoring MI6’s ongoing commitment to global security.

The spy chief criticized Putin for “mortgaging his country’s future for his own personal legacy and a distorted version of history,” stating that the war is accelerating Russia’s decline. Moore’s remarks come as the conflict continues to reshape geopolitical alliances, strengthening Ukrainian identity and prompting Sweden and Finland to join NATO.
