Efforts to finalize the world’s first legally binding treaty on plastic pollution have ended in failure in Geneva, Switzerland. Negotiations, which commenced on August 5, 2025, collapsed on Friday, August 15, 2025, as over 180 participating nations remained bitterly divided on how to tackle the escalating global plastic crisis.

The summit, held at the United Nations headquarters, was extended beyond its scheduled Thursday end date but ultimately could not break the deadlock. A key point of contention was the demand by more than 100 countries for legally binding caps on plastic production and action against toxic chemicals in plastics.

However, powerful oil and gas producing nations, including Saudi Arabia and Russia, strongly resisted these measures. They advocated for a treaty focused primarily on recycling, reuse, and redesign, rather than limiting production. The negotiating committee’s draft treaty presented early Friday morning failed to gain consensus as a basis for further discussions, leaving the path forward unclear.

Environmental groups and campaigners expressed deep disappointment. Sarah Baulch of the Pew Charitable Trusts warned that “By missing yet another deadline to confront the escalating plastic pollution crisis, states are putting the health of people and the planet at risk.” Similarly, Erin Simon of WWF stated, “This breakdown in negotiations means the plastic crisis will continue unchecked.”

While countries initially agreed to negotiate a comprehensive treaty in 2022, addressing the full lifecycle of plastic, the Geneva talks marked the sixth round of discussions to fall apart, primarily over production cuts. With plastic production soaring and only a fraction being recycled, the failure to secure an agreement leaves the world grappling with the dire consequences of plastic pollution on human health, marine life, and the climate.
