The move comes in direct response to Israel’s Security Cabinet approving a plan to expand its offensive into Gaza City. Chancellor Merz stated that while Israel retains the right to self-defense against Hamas, the intensified military action makes it increasingly difficult to see how the goals of hostage release and ceasefire can be achieved. He also stressed Israel’s heightened responsibility to ensure comprehensive humanitarian aid access for civilians in the Palestinian territory and urged against any further annexation of the West Bank.

Germany’s decision reflects growing international condemnation and domestic pressure, with recent polls indicating a clear majority of German voters desire increased pressure on Israel, particularly concerning the fate of hostages still held in Gaza. From 2020 to 2024, Germany supplied approximately one-third of Israel’s arms imports, including armored vehicles and ammunition. The current suspension impacts future deliveries following export licenses totaling €485 million ($564 million) granted between October 2023 and May 2025.
